This department provides, promotes, and supports Trans European Services, i.e. systems with responsibilities distributed across the Commission, national administrations, and other bodies such as agencies. In addition, it ensures rationalization, harmonization, and re-use of Trans European Services inside and outside the European Commission in order to create synergies and increase efficiency. The DISS (Digital Identity and Signature Services) sector provides solutions in the field of identity and access management and electronic signature. The main services are:

- DEP eID that provides an open-source reference implementation of the eIDAS specifications allowing national eID solutions to interoperate one with another
- UUM&DS that complements EU Login and DEP eID with an authorization and delegation solution in order to allow companies throughout Europe to consume customs, taxation, and excise services cross-border
- EU Sign that provides advanced and qualified electronic signatures services
- DEP eSignature that provides an open-source reference implementation of the eIDAS specifications allowing creating and validating electronic signatures that have legal value throughout the European Union

This contract applies to the requested services for DEP eID, DEP eSignature, and EU Sign.

DESCRIPTION OF THE TASKS

The following tasks will be performed:

- Prepares, facilitates, and organizes governance meetings (OMB)
- Writing and dissemination of news articles
- Organises and attends onboarding meetings
- Customer relationship management aiming at the adoption of the service
- Organises training and webinars (L1 teams, end users)
- Produces and manages the communication plan
- Keeps stakeholders updated to ensure the adoption of the service
- Prepares, organizes, and facilitates small events (Stakeholders Forum)
- Executes the communication campaign (CSC API pilot), oversees the implementation, and ensure adoption of defined targets
- Creates and updates communication materials (leaflets, user guides, on-boarding-race)
- Creates and disseminates surveys
- Manages and maintains the external Confluence space
- Prepares, facilitates and organizes governance meetings (OMB, Steering Committee)
- Writing and dissemination of news articles
- Creation of presentations
- Reports to relevant structures

LEVEL OF EDUCATION

The minimum educational qualification corresponds to Level 7 of the European Qualification Framework which typically corresponds to a **master's** degree** of 5 years

KNOWLEDGE AND SKILLS

General knowledge and skills:

- Knowledge of customer relationship management practices and tools
- Knowledge in analyzing customer segments, e.g., experiencing a specific product problem
- Experience in the use of Atlassian collaborative tools (e.g., Confluence and Jira) and Microsoft Office Tools (e.g., PowerPoint)
- Experience in (or familiarity with) the IT domain
- Ability to work autonomously, managing his/her own workload independently, providing status updates, liaising with others and escalating issues as appropriate
- Strong interpersonal skills and ability to understand what each stakeholder wants and needs
- Aptitude to foster positive relationships
- Problem-solving attitude
- Excellent communication skills
- Ability to prepare clear and well-structured documents, and presentations
- Teamwork and leadership skills, including the ability to work in a friendly, organized, and well-structured manner also under pressure
