Hoogtechnologische ICT-systemen zorgen voor meer efficiëntie in de belangrijke sociale verantwoordelijkheidsdomeinen van onze klanten zoals werk, gezin en gezondheid. Het eHealthplatform, een beveiligd uitwisselingsplatform voor medische informatie, zal papieren doktersbriefjes en doktersvoorschriften op termijn overbodig maken. Daarnaast zorgt de ICT-service Dimona er voor dat de RSZ de sociale bescherming van 4 miljoen werknemers snel kan laten evolueren, ongeacht hoe snel ze van job veranderen. Handig? Jazeker, en uitdagend ook.
**Functiebeschrijving**
Als IT Director binnen een sociale zekerheid instelling sta je in voor de leiding, organisatie en het beheer van de ICT-dienst bestaande uit 25 medewerkers. Je motiveert en moedigt je medewerkers aan, bepaalt hun doelstellingen die in overeenstemming gebracht zijn met deze van de instelling en de afdeling, je evalueert ze en verzekert hun ontwikkeling. Je verdeelt eveneens de verantwoordelijkheden onder de medewerkers in functie van hun bevoegdheden, hun capaciteiten en hun ambities.
Tevens bepaal je de beheerprocessen van de afdeling. Zo meet je de kwaliteit en de prestaties en onderneem je constant acties ter verbetering van deze prestaties.
Je coördineert de activiteiten met betrekking tot de informatica-evolutie om het prestatieniveau, de continuïteit van de werking en de kwaliteit van de dienstverlening te garanderen.
Je staat ook in voor het budgetbeheer. Je bepaalt namelijk de middelen die nodig zijn voor de dagelijkse werking en de goede uitvoering van de projecten om deze opdrachten op een doeltreffende en efficiënte manier uit te voeren waarbij de kwaliteit wordt nageleefd.
Je beheert overigens de relaties met de externe leveranciers en partners. Dit maak je mogelijk door de invoering van een SLA en het verzekeren van de opvolging van de gepresteerde dienstverlening.
Je neemt deel aan de definiëring van de globale strategie van de instelling. In het bijzonder bewaak je de nieuwe mogelijkheden die de ICT aanbiedt. Zo waak je erover dat de ICT-strategie en -projecten die de strategische en operationele doelstellingen ondersteunen, uitgevoerd worden en volledig aan de doelstellingen beantwoorden.
Je werkt voor het belang van de instelling onder het toezicht van de algemene administratie aan wie je regelmatig rapporteert.
**Profiel**
Je hebt een universitair diploma behaald, bij voorkeur in ICT, en beschikt eveneens over minimum 6 jaar ervaring in een leidinggevende functie.
Je hebt een degelijke ervaring in de volgende domeinen: beheer en motivatie van mensen, relaties en communicatie met de andere directies, IT service management, project management, ontwikkeling van programma’s (architecturen, technologieën, methodes) en IT-exploitatie. Je bent eveneens vertrouwd met het beheer van budgetten.
Je bent integer, loyaal en in staat om een IT-visie op lange termijn te ontwikkelen.
Je beschikt over een goede teamspirit en bent in staat om je teams te motiveren, de rol van bemiddelaar te spelen maar eveneens je verantwoordelijkheid als leider te nemen.
Je bent communicatief, innovatief en enthousiast en beïnvloedt op een positieve manier de dynamiek van de IT-dienst. Je hebt zin voor organisatie en houdt ervan initiatieven te nemen.
