**Leaders International is a network of development associations focusing on economic development, innovation and digital economies in the MENA region. Since our establishment in 2004 our work has impacted startups, entrepreneurs, enterprises, universities, government agencies and others stakeholders with private sector development through programs and interventions supported by 29 donor agencies, development agencies and clients. By supporting our partners with knowledge, resources, technical expertise and partnership building they are positioned to take advantage of, and contribute to the economies of the future. With a team of 40 staff members distributed between its head offices in Brussels, Amman, Tunis and Ramallah it manages an active grants portfolio with multiple development agencies including the USAID, US Department of State, EU, World Bank, and UN agencies.

**The Business Development Specialist (Private sector Development) will play a key role in developing LI portfolio and business development strategy, enabling the organisation to successfully bid for funding to expand its delivery of high-quality programmes across the countries in which we work. This role will be responsible for leading funding opportunities ranging in size and complexity,
**Business Development and Resource Management**
- Donor Analysis and Diversification _
- Support the development of LI's business development strategy.
- Support Country Offices to undertake donor mapping and identify funding sources to expand LI's work.
- Directly undertake and support Country Offices in donor outreach and engagement.
- Undertake donor analysis and identify emerging donor trends across target priority donors relevant to the region(s) they are assigned to, and feed into centrally held donor information/briefings.
- Provide analysis on donor restrictions to feed into Go/No Go decision-making process.
- Contribute outreach to and solicitation of potential funding partners
- Opportunity Identification and Pre-Positioning _
- Identification and tracking of funding opportunities (both grants and commercial contracts).
- Pre-scoping of particular opportunities, undertaking market analysis and identifying potential partners (where appropriate).
- Consortium Development _
- Undertake analysis of particular opportunities for new partnerships or consortium development, mapping of requirements and, where appropriate, identifying potential partners.
- Lead on engaging potential partners in the in collaboration with the country offices
- Negotiate roles distribution with potential partners and related budgets
- Coordinate with Operations Department on the drafting and execution of partnership agreements
- Management of higher value opportunities and preparing proposals and bids _
- Delivery of high-quality concept notes and proposals to often tight deadlines, including as lead writer and/or contributing to the writing of sections as agreed.
- Manage bid teams drawn from across the organisation.
- Identify high quality experts and team members for commercial bids.
- Ensure adherence to donor requirements in bid submissions.
- In consultation with the Head of Business Development, undertake negotiation with upstream and downstream partners, ensuring funding meets organisational needs and reflects LI's commitment to value for money.
- Management and development of corporate profile and documentation _
- Draft technical briefs that present specific areas of expertise which can be used by senior management and country offices to position Leaders International for potential funding opportunities.
- In collaboration with programme management, communications department and monitoring and evaluation team develop compelling descriptions of key tools and approaches applied in programme implementation.
**Description du profil
**The Business Development Specialist must demonstrate
- Have 5 years experience in designing and developing project for an NGO or a consulting firm active in the field of international development with a particular focus on Private Sector Development, Entrepreneurship and Innovation.
- Good knowledge of EU programmes and other major development partners in this domain.
- Solid understanding of key tools and approaches in enterprise development and startup support.
- You are expected to be fully proficient in English and French, with excellent writing and presentation skills.
- Good understanding of project design approaches and templates of major funding programmes.
