**1. SUMMARY**
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence - headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) - headed by the Deputy ASG for Security.
Intelligence is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System and for the development of intelligence policies and capabilities for NATO. Its functional areas address: intelligence analysis and production, intelligence policy and capability development.
The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civilian and military bodies as well as International Organisations and partner countries. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counter intelligence and counter espionage; threats from terrorism; close protection; security force services, fire and first aid.
**2. QUALIFICATIONS **AND **EXPERIENCE**
**ESSENTIAL**
- The incumbent must:
- possess a university degree from an institute of recognised standing;-
- have at least five years’ relevant professional experience in progressively responsible positions with a focus on a broad range of intelligence, security and management policy and implementation issues;-
- have experience in leading and managing teams;-
- possess relevant experience in prioritizing, multitasking and in dealing with a large amount of issues and tasks;-
- have strong written and oral communication skills, including the ability to draft and edit documents for a senior audience;-
- be flexible and adaptable, and be able to work under pressure;-
- be flexible to work outside normal office hours at short notice, when needed;-
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and II (Elementary) in the other.**DESIRABLE**
- The following would be considered an advantage:
- experience of working in a major international organisation or international environment, in a responsible position demanding considerable confidentiality;-
- knowledge and/or understanding of NATO structures, practices and procedures;-
- experience of working for an Allied intelligence or security service;-
- a higher level in NATO’s other official language.**3. **MAIN **ACCOUNTABILITIES**
**Planning and Execution**
- Lead the front office coordination of taskings both within the JIS Division and with other IS divisions/independent offices. Monitor compliance with all taskings issued by the PO and the ASG and follow-up to ensure correct procedures are followed and deadlines met. Screen and vet incoming mail for the ASG, highlighting matters of interest. Conduct necessary follow-up and exchange of information on behalf of the Division on internal management issues, following NATO procedures and processes.
**Stakeholder Management**
- Serve as JIS’ central point of contact for all issues concerning management, workflow and coordination issues for the Division. Ensure a close collaboration with the IMS to promote a common approach to management issues. Collaborate with Executive Officers in other Divisions/Independent Offices at NATO HQ in order to determine common approaches to management and adherence to organizational goals. Facilitate dialogue and communicate on a daily basis with major stakeholders and resolve issues for the JIS Division, in collaboration with PSO(I) and PSO(S) as appropriate, informing the ASG I & S and the PO, when necessary, on a variety of management and development issues. Represent the ASG I&S at meetings and carry out appropriate liaison with members of delegations and other NATO authorities.
**People Management**
- Assist the ASG in promoting sound and inclusive management principles for the JIS Division and to ensure that work is performed in an efficient and effective manner, coordinating and synthesising as appropriate, the contributions of PSO(I) and PSO(S) and their staff. Provide in-depth mentoring, coaching and training opportunities and provide regular feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system.
