En tant que Operational Crisis Director – Operations Methods and Incident Manager, vous êtes basé à Bruxelles au sein de la direction Operations. Des déplacements ponctuels sont possibles sur le réseau Eurostar.  

Vos responsabilités principales sont les suivantes :  

Piloter et suivre les décisions du binôme Duty Shift Leader et Service & Info Supervisor afin  

de garantir le respect des standards d’entreprise en situation perturbée :  

• Assurer une veille active sur l’état de la circulation et anticiper, coordonner et boucler la teneur des plans de transport et les mesures opérationnelles à déployer en cas de perturbations (inopinées ou anticipées).   
• Piloter la crise lors de l'escalade à un niveau supérieur, définir la stratégie d’information voyageurs et de prise en charge en cas de perturbation, et décider des mesures conservatoires en cas d’accident. 
• Développer et assurer la mise en œuvre du plan opérationnel tactique et stratégique avec l'équipe de l'OCC (Operational Control Center), s'assurant de son bon déroulement et l’adaptant si nécessaire pour garantir le plan de transport et la promesse client.  
• Analyser et identifier les faiblesses dans la gestion opérationnelle et les processus et faire des propositions d’amélioration dans une optique d’amélioration continue.  

Représenter Eurostar Group auprès des Gestionnaires d’Infrastructures (GI) lors des crises afin de préserver les intérêts du groupe :  

• Participer aux téléconférences de crise organisés par les GI. 
• Décider de l’ouverture de la salle de crise et mobiliser les parties prenantes nécessaires à la résolution de l’incident. 
• Anticiper les situations perturbées induites par un manque prévu de ressources disponibles et animer le collectif de crise dans l’élaboration de la stratégie globale de gestion de crise. 
• S’assurer de la mise en œuvre des actions décidées et du retour à la situation normale. 
• Mener des actions de lobbying pour prioriser et protéger l’expérience client international.  

Concevoir les plans de continuité d’activité avec l’équipe Business Continuity afin d’améliorer les futures situations perturbées et de crise :  

• Suivre la mise en œuvre des recommandations du REX pour s’assurer de la conformité et monitorer la réalisation des plans d’action.  
• Activer et coordonner les plans de préparation des périodes particulières (campagne été / hiver, pointes et évènementiels) dans le but d’assurer la continuité des activités.  
• Rédiger des documents opérationnels de sauvegarde d’activité, concevoir et animer l’entrainement des collectifs de l’OCC et de crise.  
• Être l’interlocuteur des GI pour la conception et la révision de leurs plans de continuité. 

Animer les revues de production et les indicateurs de qualité de la production et de service afin de déterminer les actions les plus pertinentes à mettre en place par le management :  

• Animer les Retours d’Expérience transverses de gestion de situations perturbées.   
• Analyser les causes profondes des dysfonctionnements pour en tirer des enseignements.  
• Fédérer les équipes des directions Operations, Commercial et Rolling Stock autour de plan d’actions pertinents.

Les horaires de travail peuvent varier de 6h à 21h en fonction de la coordination avec les autres titulaires de la fonction, avec une astreinte programmée environ tous les quatre weekends.

As Operational Crisis Director - Operations Methods and Incident Manager, you will be based in Brussels within the Operations department. Occasional travel is possible on the Eurostar network.  

Your main responsibilities are as follows:  

Steering and monitoring the decisions of the Duty Shift Leader and Service & Info Supervisor in order to guarantee compliance with company standards in disrupted situations:  

• Keeping an active watch on traffic conditions and anticipating, coordinating and finalising the content of transport plans and the operational measures to be deployed in the event of disruption (unexpected or anticipated).   
• Manage the crisis when it escalates to a higher level, define the passenger information and care strategy in the event of disruption, and decide on precautionary measures in the event of an accident. 
• Develop and ensure the implementation of the tactical and strategic operational plan with the OCC (Operational Control Centre) team, ensuring that it runs smoothly and adapting it if necessary to guarantee the transport plan and the customer promise.  
• Analysing and identifying weaknesses in operational management and processes and making proposals for improvement with a view to continuous improvement.  

Represent the Eurostar Group with the Infrastructure Managers (IMs) during crises in order to protect the Group's interests:  

• Participate in crisis teleconferences organised by the IMs. 
• Decide on the opening of the crisis room and mobilise the stakeholders needed to resolve the incident. 
• Anticipating disruptive situations caused by an anticipated lack of available resources and leading the crisis team in developing the overall crisis management strategy. 
• Ensuring that the actions decided upon are implemented and that the situation returns to normal. 
• Lobbying to prioritise and protect the international customer experience.  

Designing business continuity plans with the Business Continuity team in order to improve future disruption and crisis situations: 

• Follow up the implementation of feedback recommendations to ensure compliance and monitor the implementation of action plans.  
• Activating and coordinating preparation plans for special periods (summer/winter campaign, peaks and events) with the aim of ensuring business continuity.  
• Drawing up operational documents to safeguard activities, and designing and leading training for OCC and crisis teams.  
• Acting as the point of contact for IMs for the design and revision of their continuity plans. 

Leading production reviews and production and service quality indicators in order to determine the most appropriate actions to be implemented by management:  

• Leading cross-functional feedback on the management of disrupted situations.   
• Analysing the root causes of malfunctions in order to learn from them.  
• Unite the Operations, Sales and Rolling Stock teams around relevant action plans. 

Working hours may vary from 6 a.m. to 9 p.m., depending on coordination with other jobholders, with on-call duty scheduled approximately every fourth weekend.

Als Operational Crisis Director - Operations Methods and Incident Manager werk je vanuit Brussel binnen de afdeling Operations. Af en toe is reizen met het Eurostar-netwerk mogelijk.  

Je belangrijkste verantwoordelijkheden zijn als volgt:  

Aansturen en controleren van de beslissingen van de Duty Shift Leader en Service & Info Supervisor om te garanderen dat de bedrijfsnormen in verstoorde situaties worden nageleefd:  

• Actief toezicht houden op de verkeerssituatie en anticiperen op, coördineren en afronden van de inhoud van vervoersplannen en de operationele maatregelen die moeten worden ingezet in geval van verstoring (onverwacht of voorzien).   
• De crisis beheren wanneer deze escaleert naar een hoger niveau, de informatie- en verzorgingsstrategie voor passagiers bepalen in geval van verstoring en beslissen over voorzorgsmaatregelen in geval van een ongeval. 
• Samen met het OCC-team (Operational Control Centre) het tactische en strategische operationele plan ontwikkelen en zorgen voor de uitvoering ervan, zorgen dat het soepel verloopt en indien nodig aanpassen om het vervoersplan en de belofte aan de klant te garanderen.  
• Analyseren en identificeren van zwakke punten in het operationeel beheer en de operationele processen en voorstellen doen voor verbetering met het oog op voortdurende verbetering. 

De Eurostar-groep vertegenwoordigen bij de infrastructuurbeheerders (IB's) tijdens crisissen om de belangen van de groep te beschermen:  

• Deelnemen aan teleconferenties over crisissituaties die door de infrastructuurbeheerders worden georganiseerd. 
• Beslissen over de opening van de crisisruimte en de stakeholders mobiliseren die nodig zijn om het incident op te lossen. 
• Anticiperen op verstorende situaties die worden veroorzaakt door een verwacht gebrek aan beschikbare middelen en leiding geven aan het crisisteam bij het ontwikkelen van de algehele crisismanagementstrategie. 
• Ervoor zorgen dat de acties waartoe is besloten worden uitgevoerd en dat de situatie weer normaal wordt. 
• Lobbyen om de internationale klantervaring prioriteit te geven en te beschermen.  

Het ontwerpen van bedrijfscontinuïteitsplannen met het Business Continuity team om toekomstige verstoringen en crisissituaties te verbeteren:  

• De implementatie van REX-aanbevelingen opvolgen om naleving te garanderen en de implementatie van actieplannen controleren.  
• Activeren en coördineren van voorbereidingsplannen voor speciale periodes (zomer-/wintercampagne, pieken en evenementen) met als doel de bedrijfscontinuïteit te waarborgen.  
• Het opstellen van operationele documenten om activiteiten te waarborgen en het ontwerpen en leiden van trainingen voor OCC- en crisisteams.  
• Optreden als aanspreekpunt voor IM's voor het ontwerpen en herzien van hun continuïteitsplannen. 

Leiding geven aan productiebeoordelingen en productie- en servicekwaliteitsindicatoren om de meest geschikte acties te bepalen die door het management moeten worden uitgevoerd:  

• Leiding geven aan cross-functionele feedback over het beheer van verstoorde situaties.   
• Analyseren van de hoofdoorzaken van storingen om ervan te leren.  
• De teams van Operations, Sales en Rolling Stock verenigen rond relevante actieplannen. 

De werktijden kunnen variëren van 6 uur 's ochtends tot 9 uur 's avonds, afhankelijk van de coördinatie met andere functiehouders, met aanwezigheidsdienst ongeveer om de vier weekends. 

Requirements

Votre profil 

• Vous êtes titulaire d'un Master et possédez 5 ans d’expérience dans le management d’un service de supervision ferroviaire, 5 ans dans la gestion de crise (ou rôle équivalent assuré en astreinte), ainsi que 5 ans dans l'exploitation ferroviaire ou le matériel roulant. 
• Vous maîtrisez l'anglais et le français. Des bases en néerlandais et en allemand sont appréciées. 
• Vous êtes compétent dans l'utilisation de la suite Office et avez une expertise avérée dans les logiciels de supervision ferroviaire. 
• Vous démontrez une forte capacité d'analyse et de synthèse en situation de temps limité, ainsi qu'une excellente résistance au stress lors des situations perturbées. 
• Vous êtes orienté résultat et possédez des compétences de leadership avancées.  
• Vous êtes capables de transmettre des modes opératoires précis dans un environnement multilingue. 
• Doté d'une vision stratégique, vous êtes capable de représenter le groupe et la CEO en externe, même en cas de situation médiatique défavorable. 
• Votre autonomie et votre aptitude à prendre des décisions intègrent une analyse fine de l'impact commercial.

Your profile 

• You have a Master's degree and 5 years' experience in managing a railway supervision department, 5 years' experience in crisis management (or equivalent on-call role), and 5 years' experience in railway operations or rolling stock. 
• You are fluent in English and French. Basic knowledge of Dutch and German would be appreciated. 
• You are proficient in the use of the Office suite and have proven expertise in railway supervision software. 
• You have a strong ability to analyse and summarise in situations where time is limited, as well as excellent resistance to stress in disrupted situations. 
• You are results-oriented and have advanced leadership skills.  
• You are able to communicate precise operating procedures in a multilingual environment. 
• You have a strategic vision and are able to represent the Group and the CEO externally, even in unfavourable media situations. 

• Your autonomy and decision-making skills include a detailed analysis of the commercial impact.

Jouw profiel 

• Je hebt een masterdiploma en 5 jaar ervaring in het leiden van een afdeling voor spoorwegtoezicht, 5 jaar ervaring in crisisbeheer (of een gelijkwaardige functie als oproepkracht) en 5 jaar ervaring in spoorwegactiviteiten of rollend materieel. 
• Je spreekt vloeiend Engels en Frans. Basiskennis van het Nederlands en Duits wordt op prijs gesteld. 
• Je bent bedreven in het gebruik van de Office-suite en hebt bewezen expertise in spoorwegtoezichtsoftware. 
• Je hebt een sterk vermogen om te analyseren en samen te vatten in situaties waarin de tijd beperkt is, evenals een uitstekende stressbestendigheid in verstoorde situaties. 
• Je bent resultaatgericht en beschikt over geavanceerde leidinggevende vaardigheden.  
• Je bent in staat om nauwkeurige operationele procedures te communiceren in een meertalige omgeving. 
• Je hebt een strategische visie en bent in staat om de Groep en de CEO extern te vertegenwoordigen, zelfs in ongunstige mediasituaties. 
• Je autonomie en besluitvaardigheid omvatten een gedetailleerde analyse van de commerciële impact.
