**1. SUMMARY**

The NATO International Staff (IS) Office of Financial Control (OFC) is responsible for the financial and procurement functions of several NATO entities. As the custodian of Member Nations’ funds, the OFC provides reliable and value adding financial and procurement services in support of front-line Divisions, enabling them to achieve their objectives. It works to comply with International Public Sector Accounting Standards (IPSAS) and other best practices, including the management of enterprise risk.

The OFC is responsible for procurement, financial operations, budgeting and reporting for: NATO-IS; NATO-wide pension funds and related funds (currently: Defined Benefit Pension Scheme, Defined Contribution Pension Scheme (DCPS) and Retirees Medical Claims Fund (RMCF)); bodies and projects located at NATO HQ (currently NATO Naval Forces Sensors and Weapons Accuracy Check Site (FORACS), Munitions Safety Information Analysis Centre (MSIAC)); Extra-Budgetary and Trust Funds; and bilateral arrangements, including the Tax Reimbursement Agreement with the United States (U.S.). The NATO-IS budget includes Brussels Headquarters operations as well as NATO Satellite Offices (NASOs).

Standards applicable to NATO in the finance area include the NATO Financial Regulations (NFRs), the NATO-IS Financial Rules and Procedures (FRPs), the IPSAS, the NATO Civilian Personnel Regulations (CPRs), and the NATO Code of Conduct. NATO IS uses COSO as the reference framework for internal control systems.

NATO Headquarters (HQ) uses an Enterprise Resource Planning (ERP) solution to support the management of resources and daily staff operational activities. The scope of the solution includes financial management (budget and accounting functions), human resources management, procurement, cash management, facilities management and general support functions (e.g. asset management). Treasury Service uses also e-banking and e-payment solutions.

The Office of Financial Control is organised around 6 functions, (1) Control, Accounting and Finance, (2) Treasury, (3) Procurement, (4) Missions, (5) ERP Competency Centre, and (6) Budget, Planning and Analysis, with a Front Office overseeing these functions.

The Executive Officer (XO) is primarily responsible for supporting the Financial Controller (FC) in the efficient and effective management of the OFC and coordinating across the functional Services. S/he provides well-researched and substantiated advice to the FC on a wide range of management and administrative issues and activities. S/he ensures the OFC workflow and processes result in the timely delivery of high quality, fully-staffed products to the Secretary General’s Private Office (PO), International Board for Auditors for NATO (IBAN), relevant committees and other stakeholders. Screens and advices on incoming and outgoing documents requiring FC attention. Assists the FC with the drafting, coordination and review of significant documents, presentations and reports. Ensures proper and timely management of OFC incoming and outgoing tasks. When required, the XO will undertake ad hoc assignments and special projects in support of the FC and the IS priorities.
- The Executive Officer (XO) reports directly to the FC and supervises the OFC Administrative Officer.

**2. QUALIFICATIONS **AND **EXPERIENCE**

**ESSENTIAL**
- The incumbent must:
- have a university degree in accounting, administration, public administration, finance, business management, economics,, other related discipline or an equivalent level of qualification;-
- have at least 5 years’ professional experience in progressively responsible positions with a focus on policy, administration and/or financial management;-
- possess relevant experience in prioritizing, multitasking and in dealing with a large amount of issues and tasks;-
- have programme or project management experience acquired within a sizeable organisation;-
- have strong written and oral communication skills, including the ability to drat and edit documents for a senior audience;have the ability to enforce regulations with tact but firmness, in sometimes adverse environments;-
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.**DESIRABLE**

- Master’s degree-
- experience working in an international organisation and environment and/or in a national government ministry or agency;-
- experience in managing staff;-
- experience with the use of MS SharePoint or similar document management and collaboration solutions;-
- experience in the use of Enterprise Resource Planning (ERP) systems such as Oracle E-Business Suite and/or other Oracle products or ERP systems;-
