**1. SUMMARY**
Under the Executive Management Division, the role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.
Under the supervision and guidance of the Lead, Mechanical, Electrical, and Plumbing (MEP) Installations, the incumbent is responsible for the repair, preventive and reactive maintenance and inspection of heating, ventilaition, and Air-Conditioning (HVAC) installations. He/She is also responsible for the inspection of executed works by external maintenance firms ensuring that they are completed in accordance with normal/standard methods, using appropriate materials and in accordance with established contract specifications.
**2. QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- be certified to a secondary technical education level in electrical or electromechanical engineering or possess an equivanent diploma/certification;
- have at least 5 years’ experience in the maintenance of technical installations in the domain of HVAC on complex and large scale sites such as office or industrial buildings;
- have a good understanding of electricity and have an aptitude for using computer-aided management systems of these installations, with the ability to intervene on regulators and measuring equipment when necessary;
- be proficient in the use of Microsoft Office, particularly Excel and Word;
- be able to work discretely and independently;
- be able to prepare their own work and prioritise multiple tasks quickly and respond effectively in emergency situations;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
**3. MAIN ACCOUNTABILITIES**
**Planning and Execution**
Carry out repair, installation, maintenance or modification work on the various elelents of NATO’s HVAC systems and fluid distribution networks. Give help to or seek out help from colleagues on repair, installation and maintenance works that require more than one person’s intervention. Assure on-demand technical permanence outside of normal office hours. Participate in specific events such as Ministerials, even outside of standard office hours.
**Expertise Development**
Assist the Foreman/Forewoman HVAC in the supervision of work carried out by external contractors.
**Information Management**
Draft basic incident reports.
**Project Management**
Assure HVAC systems repairs. Conduct work as part of a team of First Line Intervention Technicians and Foremen/Forewomen. Participate in inspection rounds. Assure the surveillance of HVAC Systems. When required, replace the Foreman/Forewoman HVAC in his/her absence.
**Stakeholder Management**
May be required to escort works contractors.
Perform any other related duties as assigned.
