We are an independent and objective Not for Profit research, development, and support organisation, supporting IT and technology-based projects in Defence, Humanitarian and Government markets.
**Whom we are supporting**
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
**The program**
**The NCIA Not For Profit **Framework**
National defence labs, as well as academic, scientific and research institutions from within the NATO Nations, will be able to receive funding for work with the Agency under this new framework.
Through this enhanced cooperation with not-for-profit organizations, the Agency has more access to specialized skills, expertise and innovation along the Skills Framework for the Information Age (SFIA). At the same time, NATO will benefit from faster project delivery. NATO's perspective will also be brought into the work of the participating not-for-profit organizations across the NATO nations.
The framework complements existing cooperation and contracting processes with industry. NFPs will support the NCI Agency in its scientific programme of work, research and development studies, capability requirements, blueprints, change management or project and service provision assurance. To ensure integrity of NCI Agency procurements, organizations participating in the NFPF are excluded from participation in any tier of NCI Agency procurements addressed to industry and vice-versa.
**Role**
Conduct a study to identify and describe options for learning innovation.
The study will describe:
a) A summary /overview of the training methodologies-/technologies/-infrastructure that is currently used in the NATO BMD domain (Ballistic Missile Defence)
b) Latest trends in NATO as well as Industry for learning innovation, particularly in the context of technical training (hardware and software) on various classification levels
c) Propose concrete use cases of learning innovation with a potential positive impact on the BMD training curriculum, including high level time and scenario's/cost estimates for implementation. Learning innovation in scope should include (but is not limited to): E-/micro-learning, electronic performance support, AR/VR, AI driven adaptive learning, Learning Analytics, Learning gamification, etc. Specific areas of improvement pertain to both effectiveness as well as efficiency of the BMD training activities in Tranche 21-29.
Whilst providing monthly status reports to help review progress analysis.

2nd - 15th November
3rd - 15th December.

***Education**
A Bachelor of Science (BSc) degree in one of the following areas: Electronics Engineering Computer Science/ Software Engineering/ Mathematics/ Electronics Educational Sciences / Instructional design / Learning engineering or related discipline at a nationally recognized/certified University, with 5 years post related experience,OR: a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this work, with a minimum of 8 years relevant experience.
***Essential Skills and Experience Requirement**
Background in Instructional Design and Learning Innovation
Experience with:
- the latest online and blended learning technologies, including its implementation and measurement of effectiveness/efficiency in large international organisations, including (but not limited to): E-/micro-learning, electronic performance support, AR/VR, AI driven adaptive learning, Learning Analytics, Learning gamification, etc.
- Instructional design / learning experience design
- designing and implementing the infrastructure for new Learning Eco Systems, consisting of Learning Management Systems, Training Management Systems, Learning Record Stores etc.
- Data analytics and measuring training effectiveness
- UX design, usability
