**_ Context:_**

Under the overall supervision of the Regional Director for the European Economic Area, the
European Union and North Atlantic Treaty Organization (NATO) (RO Brussels) and the direct
supervision of the Head of the EU Financial Liaison (EUFL)/Regional Rresources Management
Division (RRM); and, in close coordination with the Regional Resources Management Officer,
the Head of EU Financial Unit/Compliance Officer Regional Office (RO) Brussels will be
responsible for supervising and coordinating the EU budget and reporting functions of RO
Brussels and for providing technical assistance to IOM Country Offices worldwide in order to
strengthen financial and contractual compliance of EU funded projects implemented by IOM.

**_Core Functions / Responsibilities:_**

1. Liaise globally on EU functions for financial, contractual, and audit matters and enhance
financial reporting and administrative compliance of IOM vis-à-vis the European Union
Institutions regarding EU funding in coordination with Head of EUFL/RRM Division.

2. Actively participate and provide inputs and advice to IOM’s negotiations with the various
European Commission (EC) services regarding the EU-IOM Framework Administrative/
Partnership Agreements on financial, contractual, and administrative conditions of IOM’s
implemented EU-funded actions.

3. Directly coordinate with relevant Units at Headquarters and IOM Administrative Centres, as
well as relevant external counterparts, regarding EU compliance (financial, contractual, audit)
matters as and when required.

4. Act as the primary focal point of RO Brussels for external verification/audit exercises
announced by the EU Institutions in Brussels. Guide IOM’s Country Offices worldwide
throughout the entire audit process, coordinate the provision of information and documentation
as and when required, and resolve complex matters.

5. Manage and lead the work of the EU budget and reporting functions of RO Brussels.

6. Ensure appropriate technical assistance is being provided to Country Offices and ROs
IOM rules and procedures are applied consistently while also adhering to the EC rules and
regulations.

7. Monitor the implementation of contractual obligations towards the EC regarding EC centrally
funded projects. In coordination with relevant Headquarters (HQ) Units, take appropriate steps
to ensure that Country Offices globally observe regular and timely reporting for EU-funded
projects.

8. Ensure effective and timely compliance checks of all budgets and financial reports submitted
to EC centrally. Review requests for payment to be submitted to EU institutions and coordinate
the authorization according to the rules and procedures.

9. Actively contribute and provide advice to the legal advisory function on matters related to the
correct interpretation of the provisions of EU institutions and the EC-IOM Framework
Administrative/ Partnership Agreement.

10. Regularly check and provide timely analysis to the issuance of new Commission Financial
and Administrative Decisions, monitor the EU financial regulations, its implementation rules, and
practical guide. Keep Head EUFL/RRM Division updated about any change that can impact
IOM.

11. Supervise the regular update of the online databases/registration services required by the
different EC Directorate Generals and ensure IOM legal, financial and other information is
updated.

12. Participate and represent IOM in official meetings and discussions on EU funding-related
contractual and financial matters, including treasury issues with donors and other international
organizations.
