**Through this competition, the NATO International Staff seeks to identify qualified applicants for grade G17 post of Programme Officer Partnerships and ITPP as well as for grade G11/G15 post of Programme Officer Partnerships and ITPP.**

**1. SUMMARY**

The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners. The Operations Division advances the core tasks of the Alliance (Deterrence and Defence, Crisis Prevention and Management, Cooperative Security) by providing situational awareness, advance planning, well-exercised and executed crisis-response, and outcome-oriented defence and related security cooperation programmes.

Within the Operations Division, the Defence Institution and Capacity Building Directorate (DICB) facilitates political-military decision-making and programme implementation with partner nations to strengthen resilience, promote integrity, transparency, accountability and good governance in the defence and related security sector, and enhance the institutional and defence capabilities of partner nations so that they can better respond to crises at home and abroad.

As the focus for NATO defence and related security cooperation initiatives, the Directorate uses an integrated set of planning and programme implementation tools to develop effective and efficient state defence and other related-security institutions under democratic control that comply with international norms and practices, and to develop forces and capabilities that can operate effectively with NATO forces when appropriate. The Directorate plays a substantial role in the NATO-wide Individually Tailored Partnership Programme (ITPP) approach to ensure coherence of programme planning and implementation.

Within the context of the ITPP approach, the incumbent would work as an ITPP Officer in DICB. In this capacity, s/he will work closely with all relevant stakeholders to ensure the effective design of ITPPs, and sustained engagement with partner countries. S/he will support the Directorate in enhancing the overall quality of ITPP frameworks in line with the key guiding principles[1] and in the production of ITPP Outputs[2], as assigned. In addition, s/he will work closely with and support the Directorate leadership in a broad range of horizontal, cross-cutting assignments requiring a Directorate-wide approach or coordination.

The function of the Officer will also include: drafting a wide range of documents and briefing material for senior NATO officials from the Directorate, the Division and beyond; assisting in the drafting of reports and documents for NATO Committees; drafting documents for public use, including for the NATO Website; and representing the Operations Division within and outside of NATO as tasked.

**2. QUALIFICATIONS **AND **EXPERIENCE**

**ESSENTIAL**

The incumbent must:

- possess a degree from a university or from an institute of recognised standing, preferably in political science, international relations or another relevant discipline;
- have at least 4 years’ experience in working on foreign/security/defence affairs out of which 2 years in defence and security matters with a particular focus on defence institution and capacity building;
- possess extensive experience in programme development and management;
- have good understanding of transformation, reform and defence institution building processes;
- be able to communicate clearly, logically and persuasively, verbally and in writing in one of NATO’s official languages;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;
- be willing to travel extensively including in operational theatres, and to work outside normal business hours when required.

**DESIRABLE**

The following would be considered an advantage:

- a Master’s degree in political science, international relations or another relevant discipline;
- more than 2 years of related professional experience in programme development and management;
- PRINCE2 certification;
- a certification in Human Centred Design / Design Thinking;
- experience preparing project proposals and programme financial plans/estimates;
- knowledge and previous experience in working with NATO partner countries.

**Expertise Development**

Follow issues in areas of assignment. Increase depth of knowledge in best practices for development and capacity building programmes. Follow and advise on the different steps of partnership cooperation programmes. Keep abreast of NATO partnership policies. Develop background notes, perform analyses, write reports and briefing papers. Draft reports from meetings falling under the responsibility of DICB/OPS and follow the development of relevant issues.
