**A. POST CONTEXT**
SHAPE is the Strategic Headquarters for Allied Command Operations.
Under the direction of the ACO Financial Controller, FINAC directs and oversees all financial and contracting functional area activities across Allied Command Operations, and establishes/implements financial policies and procedures for ACO organisations.
Internal Control and Financial Management Systems (ICF) functions as the ACO central office for management and coordination of user aspects of the NATO Automated Financial System (NAFS) and ACO Financial System (FinS), integrating contributions from other organisations to operate NAFS/FinS as a single NATO-wide system.
This post functions as providing functional support to the NATO-wide NAFS/FinS user community, but also to the section. The incumbent acts as the primary day-to-day interface for the ACO FinS users regarding issues, training and as a focal point and continuity for the administration of the section.

**C. PRINCIPAL DUTIES**
The incumbent’s duties are:
FinS Management Support in FinS Service Desk:
- Manage FinS user access controls (user creation, deactivation, reset password) and user responsibilities in FinS, while maintaining proper segregation of duties and security controls in line with the ACO Financial Internal Control Framework.
- Manage the segregation of duties process (SoD), identify SoD violation and follow-up the approval and implementation of the user’s SoD deviation form.
- Runs sign-on audit reports to ensure password safety, and resets passwords as required within safety protocols.
- Monitor and deactivate FinS User access.
- Entering/maintaining other core data elements in FinS (i.e. travel destinations, per diem, mode of travel, etc.).
- Monitor the approval workflow and redirect approval notifications via vacation rules when a user is absent.
- Implement any system changes under the supervision of the B5 and A2 functional analysts (security patches, change requests, Java certificates, system upgrades,).
- Manage issues and questions with the ACO FinS key user.
- Monitors and prioritise open tickets submitted by the ACO FinS users.
- Analyse, test, document functional and technical system solutions.
- Coordinates the resolution of issues between the FinS Service Desk, the ACO HQs and NCIA SSBA.
- Establish and maintain procedures related to the Financial Management System process.
- Extract FinS data and send it to NDSS service support.
- Extract FinS transactions or data to support ACO Management decision.
- Implement new reporting solution to support the ACO finance community and management.
- Participate in the implementation of some recommendations of the internal Control of the Financial system guidance.
- Establishes and maintaining a document management system including its file structure for the section.
- Manages the FMS Lognet pages.
- Performs all other duties as assigned or directed.
There are no first line reporting responsibilities.
**D. ADDITIONAL DUTIES**
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed
**QUALIFICATIONS**
**A. ESSENTIAL QUALIFICATIONS**
**1. Professional/Experience**
- Knowledge and 3 years experience in support and implementation of automated accounting systems.
- Knowledge in Oracle EBS versions (Release 12) in both functional and technical areas oriented towards software configuration and support.
- Training and broad experience in the use, configurations and support of all activated ERP modules within the NATO environment, including AP, AR, GL, PO, CM, Fixed Assets, Travel, system administrator and workflow administrator.
- At least 1 year of experience in support and functional development of financial system information, as a fundamental business resource, to ensure that the information needs of the business are met. This experience should also include overall responsibility for compliance with regulations, standards and codes of good practice relating to information and documentation records management, information assurance and data protection.
**2. Education/Training**
Higher Secondary education and completed advanced vocational training in these disciplines leading to a professional qualification or professional accreditation with 3 years post related experience, or a Secondary education and completed advanced vocational in IT or Finance, or related discipline leading to a professional qualification or professional accreditation and 4 years post related experience.
