**A. POST CONTEXT**
The Communications Division (COMDV) is responsible for directly supporting SACEUR, the SHAPE Command Group, Allied Command Operations, and deployed NATO commanders and forces with integrated and strategically directed communication guidance and capabilities as it relates to Alliance operations, policy, transformation, exercises and defence planning during peace, crises, and armed conflicts.
The Information Fusion Branch (INFU) is a Branch within COMDV and reports to the COMDV Director. It is responsible for developing and implementing concepts, methods and tools to support a systematic analysis and assessment of the Information Environment (IE) and selected audiences.
INFU is responsible for conducting appropriate analysis, modelling and simulation of the Information Environment (IE) and selected audiences through a systems approach in order to generate clear, holistic and actionable products for staff and decision makers.

**C. PRINCIPAL DUTIES**
The incumbent’s duties are:
- Support the Data-Analysis Function into Communication Division Information Fusion Branch
- Support the development of future Data Analysis Tools for the IEA Capability within NHQ and ACT as COMDV SME.
- Train future Data Analysts and current COMDV Staff on existing Data Analysis Tools
- Develop new queries
- Monitor CCs (LCC, MCC and ACC) queries
- Collect, process and clean data, including from data aggregation tools, to generate actionable strategic Communications insights
- Use quantitative and qualitative data to identify specific narratives and their role in the IE, specifically in regard to NATO activities and issues of concern; to include audiences that are of interest to NATO.
- Analyse and report on the effectiveness of other actors’ information efforts, particularly disinformation or propaganda campaigns, on NATO operations and activities
- Use historical data points to gauge the success of previous hostile Information Activities, identify Tactics, Technique sand Procedures (TTPs) and forecast their potential use in future hostile communications.
- Provide real time data insights to allow NATO communicators the ability to capitalize on NATO’s own communications and mitigate the impact of hostile communications in the IE.
- Provide strategic level briefs on designated aspects of the IE when required.
- Support ACO’s broader Information Environment Assessment capability development by advising on data integration into existing analysis processes.
- Undertake additional duties and assume other responsibilities as directed by the Chain Of Command.
**D. ADDITIONAL DUTIES
The incumbent may be required to undertake TDY assignments within NATO’s boundaries and be willing to work unsocial hours. The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.
**QUALIFICATIONS
**A. ESSENTIAL QUALIFICATIONS
**1. Professional/Experience**
Primary: The incumbent must have experience in using quantitative and qualitative data analysis methods for assessing the media environment including social media. This includes visualisation, Boolean querying, data cleaning and comprehensive knowledge of social media metrics and measurement of performance.
Industry experience and knowledge of Python and/or SQL is desirable.
**Primary Skill Level**:(Ensure/Advise)**
- Experience in qualitative and quantitative data collection, processing and analysis;
- Experience using social media analysis tools to generate actionable insights, including query scripting in unfamiliar languages;
- Experience collecting and analyzing polling and other statistical data for strategic insights on population perceptions/sentiment;
- Experience with relevant AI tools and their limitations and uses in media analytics;
- Demonstrate knowledge of information confrontation and disinformation, as well as knowledge of common communications strategies of relevant nations;
- Demonstrated understanding of NATO communications objectives and themes;
- Demonstrate understanding of data privacy restrictions from all major social media companies and their impact on media monitoring;
- A proven ability to present information in a clear and logical manner both in writing and by other means with extreme accuracy and attention to detail;
- Knowledge of NATO Responsibilities and Organization;
- Prior experience of working in NATO or in an international environment comprising military and civilian elements is desirable.

The incumbent must have a University Degree in a Social Sciences or Humanities related discipline and at least 1 years post related experience; or Higher Secondary education and completed advanced vocational training in that discipline leading
