**1. Post Context/Post Summary**
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Command Group (CG) provides and sustains strategic level command and control capabilities to support SACEUR in exercising his command functions.
The Office of the Chief of Staff (OCOS) provides full spectrum support to COS/Vice-COS in fulfilling their duties.
The Office of Organisational Advisory and Change Management (OACM), as an integral part of the Office of the Chief of Staff (OCOS), provides: a holistic, cross-functional, objective analysis and advisory capacity.
**2. Principal Duties**
The incumbent's duties are:
- Manage data protection implementation projects and leading their implementation;
- Transfer the existing and disconnected personal data sources (files, documents, forms, etc.) into the single centralized APMS database to ensure the proper protection and retention of the related data according to AD 015-026;
- Develop new and/or customize existing HRDS reports in order to support the information needs of the ACO HQs and stakeholders related to personal information fully integrated with APMS and HRDS tools;
- Develop AD 015-026 compliant digital business workflows which automatically follow the agreed business procedure(s) related to the collection and management of the personal data of ACO staff and eliminate the need of physical forms with personal data;
- Develop solutions in close cooperation with ACO and NCI Agency cyber-security and IT experts to reduce the need of a physical signatures and paper forms.
- Minimize the period ACO keeps the collected personal data according to the operational requirements;
- Support of and participate in the HR Data workflow and interface implementation within the ACO Data Protection Implementation Project;
- Provide SME services in support of the data structures, data transfer and exchange, HRDS reports and digital business workflows;
- Augment HRDS Programme staff in the HRDS databases, reports and workflows administration.
- Support the Project’s Business Analyst in performing surveys at all ACO HQs to identify the gap to be done in the area of personal data related processes, procedures, forms and reports;
- Supports the project in the collection of the requirements and the development of the requirement specification documents for the implementation of ACO-wide personal data protection;
- Support the project in the identification, specification and formal signature of personal data exchanges and transfers within the HQ, within ACO, with Host Nation and with 3rd party organisations or companies;
- Work in close cooperation with the Business Analyst within the project and in SHAPE STREN J1 HRD Branch to ensure the gradual implementation of the technical and business changes;
- Contribute to the changes of the HQ/ACO directives and to the development and update of the Standard Operating Procedures;
- Support ACO DPO in the Training Need Analysis and the implementation of the required training approach and framework.
**3. Special Requirements and Additional Duties**
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The primary place of work will be SHAPE, Building 101. However, the incumbent will also be required to undertake temporary duty visits to other ACO and non ACO HQs, as required by the ACO Data Protection Implementation Project.

**4. Essential Qualifications**

Experience
(1) Database management:
Scope: Installation, configuration, upgrade, administration, monitoring and maintenance of databases;
Skill Level: Uses database management system software and tools to collect agreed performance statistics and carries out agreed database maintenance and administration tasks;
**Experience**:
- Experience over the past 8 years in a medium to large distributed organisation;
- Experience as a database designer and developer with at least 1 year experience using Microsoft SQL 2016 (or later);
