**A. POST CONTEXT**
SHAPE provides an integrated strategic effects framework across all domains in SACEUR’s Area of Responsibility (AOR). It is flexible enough to transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE) as required in support of SACEUR’s mission, as directed by the North Atlantic Council.
The Cyberspace Directorate is responsible for directing, monitoring and coordinating all cyberspace (cyber and CIS) functional area activities and staff functions across ACO, with the emphasis on direction and guidance to the NATO CIS Group and the Cyberspace Operations Centre, defence of NATO in Cyberspace, and contribution to the capability management process.
The Cyberspace Operations Centre (CyOC) is NATO's only theatre component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness and risks, Command and Control (C2) and execution required to enable SACEUR to effectively execute defence in the cyberspace domain and in order to assure ACO operations and missions, addressing cross-domain aspects and impacts across SACEUR’s Area of Responsibility (AOR), including the full spectrum of effects. CyOC is the ACO focal point to support the integration of sovereign cyberspace effects, provided voluntarily, into NATO operations and missions, when and if so decided.
The CyOC consists of three branches (Cyberspace Situational Awareness (SA), Cyberspace Operations (OPS) and Cyberspace Plans (Plans)) that plan, monitor and conduct all CyOC-led cyber operations, and operational products through the establishment, and management of a Cyberspace Operations Room.
The Operations Room Manager works within the Engagement and Risk Section of the OPS Branch.

**C. PRINCIPAL DUTIES**
The incumbent’s duties are:
- Acts as the manager of Cyberspace Operations Room (COR), working alongside the Battle Captain to advise on the handling of cyber incidents and to ensure the day-to-day management/operations of the COR, in order to assure it’s desired outputs.
- Acts as the key focal point for ensuring that the Cyberspace Common Operation Picture (CyCOP) is maintained and kept up to date;
- Liaises across the COR to ensure that operational outputs are properly coordinated and delivered;
- Liaises across the ACO and wider Cyberspace Community of Interest (CyCOI) to ensure that information, operational activity and intelligence is being shared and that there is a full understanding of Defensive Cyber Operations (DCO) conducting in all stages;
- Supports the work of the DCO Planning and Coordination Cell (DPCC) by ensuring that all DCO planning and operational activities are appropriately authorized and that the Measures of Effect (MOE) and Measures of Performance (MOP) are recorded and analysed according to the appropriate SOPs;
- Implement technical processes and business logic to transform collected data into meaningful and valuable information within CyCOP;
- Author staff documents (e.g, Point Papers, PowerPoint presentations, etc.) as required.
**D. ADDITIONAL DUTIES
The incumbent may be required to perform duties elsewhere within the organization as directed;
May be required to oversee the development and issuing of MDMP products and it´s development (e.g. Op Orders, FRAGOs);
May be required to formally represent branch chief or director at meetings;
The work is normally performed in a normal NATO office working environment / secure office environment with artificial light and air (e.g. bunker environment).

**QUALIFICATIONS**
**A. ESSENTIAL QUALIFICATIONS**
**1. Professional/Experience**
- Minimum of 4 year in a military environment, with operational experience including experience in Operational Centres of higher formations HQ-s.
- Post requires recent knowledge and experience of cyber and cyber defence capabilities in relation to support of the operations of a large international, governmental or military organization
- Post requires the experience and ability to develop extensive networks of cyber stakeholders.
**2. Education/Training**
University Degree preferably in computer science, engineering disciplines, statistics or similar numerate discipline, operations research or related discipline but other university degrees such a political science, law, business will be considered and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.
