**A. POST CONTEXT**
The Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate is responsible for directing, monitoring and coordinating all cyberspace functional area activities and staff functions across ACO.
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
This post is primarily involved in the formulation of NATO 2030 initiative cyberspace inputs to Military Advice, Policies, Doctrine and Plans (at the strategic level).
The incumbent will provide for the coherent alignment of NATO 2030 relevant Cyberspace interoperability aspects (to include Federated Mission Networking) as these were recognized under ID #73 of the NATO 2030 resource requirements list. Duties will mainly support SHAPE J6 Strategic Plans and Policies Branch activities related to interoperability aspects of Cyberspace planning and Policy development.

**C. PRINCIPAL DUTIES**
The incumbent's duties are:
- Monitor and contribute to Cyberspace interoperability coherence aspects stemming from the NATO 2030 initiatives within the Digital Backbone Key Requirements Area, identifying interoperability gaps analysis (policy gaps focused), to include contributions to NCS as an FMN Affiliate Gap Analysis process;
- Support Digital Transformation efforts within ACO with the main focus on CIS/Cyberspace interoperability and interoperability coherence aspects;
- Identify and provide reporting on emerging Cyberspace interoperability gaps as identified in DDA planning and implementation triggered by DDA emerging requirements for MDO implementation and cross-domain information exchanges;
- Supports and contributes to analysis leading to the identification of Cyberspace interoperability gaps and the implementation of interoperability solutions to address Cyberspace identified gaps;
- Monitor and collect CIS interoperability gaps as identified in NATO Missions, Operations and Exercises for the purpose of identifying interoperability solutions and tracking progress in addressing known interoperability gaps. Activities will include analysis of formal reports, as well as contributing with inputs to the ACO Strategic Management Plan updates and ACO Risk Management process with focus on Cyberspace interoperability-related initiatives, risks and issues;
- Contribute with inputs to Cyberspace interoperability aspects of Policy, Plans and Doctrine development;
- Collect relevant information and contribute to reports and analysis highlighting Cyberspace interoperability status and progress within ACO;
- Contribute to ACO inputs to NATO’s Interoperability Coherence initiative and the Interoperability Roadmap orchestrated by the NHQC3 Staff;
- Provide inputs to ACO Interoperability operational requirements prioritization as part of the NCSaaA inputs to the FMN Spirals Define phase;
- Contributing to the alignment of the FMN implementation within ACO with broader relevant interoperability coherence aspects;
- Represent ACOS J6 through liaison with Nations, Non-NATO entities and NATO partners, as authorized by the Military Committee at the strategic and operational levels, to generate a more widely shared cyberspace situational awareness.
NATO committee responsibilities: Interoperability Profiles Capability Team (under the C3B), FMN Management Group, FMN Management Group Preparatory meetings, FMN weekly meetings, NCS as an Affiliate Management meetings, FMN Working Groups
There are no first line reporting responsibilities.
**D. ADDITIONAL DUTIES**
The employee:
- May be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract;
- May be required to undertake operational assignment/ secondment within the Comprehensive Crises Operations and Management Centre (CCOMC) (may require shift work for the duration of the assignment)
- May be required to formally represent Branch Head J6 SPP at NATO, Bi-SC, and/or ACO meetings;
- The work is normally performed in a Normal NATO office working environment / Secure CIS equipment room with artificial light and air.
