**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Duties and Responsibilities**

The Change Manager will be responsible for the management of all NCI Agency change requests.

**Risk Management**
- Carries out risk management activities within a specific function, technical area or project of medium complexity.
- Identifies risks and vulnerabilities, assesses their impact and probability, develops mitigation strategies and reports to the business.
- Involves specialists and domain experts as necessary.

**Configuration Management**
- Ensure the configuration items (CIs) are uniquely identified with naming conventions.
- Contribute to operational processes for secure configuration, classification and management of CIs, and for verifying and auditing configuration records.
- Ensure recommended corrective actions are taken for identified problems and issues.

**Change Control**
- Assesses, analyses, develops, documents and implements changes based on requests for change.
- Ensures that operational processes are in place for effective change control.
- Develops, configures and maintains tools to manage and report on the lifecycle of change requests.
- Identifies problems and issues and recommend corrective actions.
- Software Development Life Cycle
- Identifies common issues and considerations for bringing a new product to marketplace.
- Describes major phases, checkpoints and deliverables.

**IT Service Change Management**
- Provides status reports for implemented IT service changes to senior management.
- Implements routine changes in a live IT service environment.
- Generates schedule and time estimates for IT service changes.
- Participates in analyzing the risks, costs and benefits of proposed IT service changes.
- Documents the procedures and changes made in IT service

**System Development Life Cycle**
- Clarifies the similarities and differences among life cycles; easily labels and describe each phase.
- Highlights the major phases, activities, checkpoints and deliverables in the system life cycle.

**Release & Deployment**
- Assesses and analyses release components for input to release scheduling.
- Explains the basic concepts for tools and methods for software delivery, deployment and configuration.
- Ensure release processes and procedures are followed.

**Deliverables**
- They shall carry out all relevant tasks for the approval of a change request and its lifecycle management.
- They shall carry out all relevant tasks associated to the Chair of Change Advisory Board (CAB) and Emergency CAB
- They shall be responsible for the production of CAB agenda and minutes
- They shall carry out all relevant tasks for the approval of Patches
- They shall ensure all related patching activities are executed against stipulated KPIs
- They shall provide advice to Business and Functional areas of Change and Patch Mana
